Notes:Hold the balloons above (but not too far above) the bottom of the container / sink instead of letting them sit on it so they "pop" off as they fill up.

As the balloons pop off the "straw", water will come out of the straw still and can make a mess. Recommend filling them over an ice cooler where you can drain excess water or somewhere it won't make a mess (so not a shallow container in your car)
If you are going to put the balloons more than one layer deep, put extra water in the container to make the top layer buoyant. It is a rubberband that keeps the water in the balloon and the weight from the balloons on top will push the water out of the balloons on the bottom.
